WHAT
ARE CITY IMPROVEMENT DISTRICTS
(CID’S)?
The
increased demand placed on Municipality
for both infrastructure and services
has not been matched by incoming
revenue. This has in most cases
led to reduced services at ground
level, which, if left unchecked
would ultimately lead to degeneration
and urban decay. This is a situation
which is clearly unacceptable
to property owners.
Legislation
makes provision for the establishment
of Section 21 companies to work
hand in hand with local authorities
in supplementing the basic services
that are provided by local municipalities.
The
CID model is based on an international
practice that is aimed at preventing
degeneration of cities and industrial
areas with subsequent urban decay.
The model facilitates upliftment,
economic growth and sustainable
development.
Our
core responsibilities are:
To
supplement and enhance basic services
provided by the City of Cape Town
To
facilitate investment in the area
To
facilitate a co-operative approach
between the City and private sector
in the provision of municipal
services
To
halt degeneration and facilitate
upliftment of the industrial area
To
promote economic growth and sustainable
development
HOW
IS THE CID FUNDED?
A
levy over and above the existing
property rates is charged by the
City of Cape Town in the CID geographic
area.
This
levy is expressed as cents in
the rand and is based on the municipal
valuation of the property.
These
funds are then paid over to the
CID which, in turn, operates according
to an approved business plan and
budget.
WHO
ADMINISTERS THE TRIANGLE INDUSTRIAL
CID?
The
section 21 company comprises of
directors and committee members
who are either land owners in
the area or are representing on
behalf of land owners.

ARE THE CORE FUNCTIONS OF THE
TRIANGLE INDUSTRIAL CID?
There
